PROBLEM TO BE SOLVED: To provide a fixing device that has a wide temperature range in which toner can be fixed on a member to be subjected to fixing, compared with a conventional technology, and to provide an image forming apparatus having the fixing device. SOLUTION: The fixing device includes: an endless fixing belt 5 which comes into contact with a toner image on a member to be fixed, thereby fixing the toner image to this member; a heat roller 6 for heating the fixing belt 5; a fixing roller 3 around which the endless fixing belt 5 is extended together with the heat roller 6 and which comes into contact with the toner image on this member via the fixing belt 5; and a pressure roller 4 disposed in firm contact with the fixing roller 3 via the fixing belt 5. If the outside diameter of the fixing belt 5 is Amm, the flexibility S of the fixing belt 5 is equal to or greater than A*0.003, and the coefficient R of restitution of the fixing roller is equal to or greater than 0.6.
