FIELD: power engineering. ^ SUBSTANCE: according to invention, fuel element (FE) comprises pack (A) of bipolar and ion-exchange plates arranged as alternating, besides this pack (A) is pressed between two end plates (B and C). At the same time pack (A) comprises channels of fluid supply and return, required for FE operation, specified fluids contain at least one combustible gas, specified channels communicate with system of fluid control, comprising elements for control of certain operation parameters, elements for circulation of gases that were not spent by FE, and elements for removal of water generated by FE. Besides specified system comprises compounds for supply of gases into FE.
