<P>PROBLEM TO BE SOLVED: To provide a fluid reforming device which easily reforms fluid, facilitates the complete combustion of a cluster of fragmented molecules to prevent the emission of a carbon monoxide and hydrocarbon, and to reduce the emission of a carbon dioxide when gasoline is made to pass through it which improves water quality and purifies air when water and air is made to pass through it, and has a simple structure and is compact in size, easy to be handled, easy to be installed, suitable for mass production, low cost, and economical. Ž<P>SOLUTION: The fluid reforming device is filled with many ceramic balls 10 carrying catalysts in an inner space of a case A, and reforms fluid itself by making the fluid pass through it. A bypass guidance channel making the fluid evenly touch the many filled ceramic balls 10 is formed in the inner space of the case A to increase an area where the fluid touch the ceramic balls 10 and to make touching time long.
