The control system (1) has a control unit (8) and a data model segmentation unit (2) which segments a data model of a complex situation to the sub situations. A formal description is generated for each sub situations, where the formal description consists of the relations. A consistency test unit (3) is provided for carrying out a consistency test of the segmented sub situations depending on the generated formal description for forming a hierarchical description logic model of the complex situation. Independent claims are also included for: (1) a method for controlling measures in a complex situation; (2) a computer program with program instructions; and (3) a data medium for storing a computer program.
