A layout generation device includes a layout generation unit which determines the number of intermediate modules in accordance with the number of built-in lanes whose inputs have been accepted by a layout condition input unit, determines the lengths of a first end module, a second end module, and an intermediate module in accordance with the lengths of the built-in lanes, and combines the respective modules of the determined lengths to generate a layout.
