PROBLEM TO BE SOLVED: To provide means for infiltrating a resin up to the most top edge of a needle-like recess of a transfer board in a method comprising laminating a bio-degradable resin material on a transfer board having a needle-like recess, and by softening at a suitable temperature and then imbedding the resin into the needle-like recess by pressing, and cooling slowly. SOLUTION: An apparatus for manufacturing a needle-like structure has a resin material lamination means for laminating a resin material 10 on a transfer board 9 on which a needle-like shape of the needle-like structure is transferred, a resin material heating means for heating the resin material 10 on the transfer board 9 to melt it, a pressing means for molding by pressing the molten resin material 10 so as to embed the resin material into a needle-like part of the transfer board 9 and a cooling means for cooling the molded resin material 10 to cure the moled resin material wherein heating by the resin heating means and pressing by the pressing means are repeated in this order more than twice.
