PROBLEM TO BE SOLVED: To effectively reduce the vertical vibrations of structural members of a beam and a floor in a building. SOLUTION: The structural members (on upper and lower stories 1 and 2) as vibration control targets are installed separately from each other in a vertical direction. The upper and lower structural members can be vertically vibrated with mutually different vibration characteristics in such a manner that there is the difference between the rigidities K<SB>1</SB>and K<SB>2</SB>of the upper and lower structural members and that there is the difference between masses M<SB>1</SB>and M<SB>2</SB>of them. A damper mechanism 3, which controls the vertical vibrations of the upper and lower structural members by being operated by the vertical relative vibrations generated between the upper and lower structural members, is interposed between the upper and lower structural members. The damper mechanism comprises a rotary inertia mass damper 4 and an additional spring 10 which is serially connected to the rotary inertia mass damper 4. The rotary inertia mass m<SB>d</SB>of the rotary inertia mass damper and the spring rigidity k<SB>d</SB>of the additional spring are set on the basis of the rigidity ratio K<SB>1</SB>/K<SB>2</SB>and/or mass ratio M<SB>1</SB>/M<SB>2</SB>of the upper and lower structural members.
