<P>PROBLEM TO BE SOLVED: To improve the overall efficiency of a system by effectively using waste heat for a vapor compression refrigeration cycle. Ž<P>SOLUTION: The system includes a power converter (30) for converting waste heat to power. An air conditioner (20) of the vapor compression refrigeration cycle includes a compressor (61) driven by the power of the power converter (30). A generator (40) is connected to the converter (30), and a motor (50) driving the compressor (61) in cooperation with the power of the converter (30) is connected to the air conditioner (20). The converter (30) includes: a conversion circuit (70) to which a steam generator (72) generating a working medium of overheated steam by waste heat, a steam turbine (73) generating power according to the working medium of overheated steam, a condenser (74) condensing the working medium, and a pump (71) supplying the working medium to the steam generator (72) are connected.
