PURPOSE: A cleanser cosmetic composition of oil type and a method for manufacturing the same are provided to remove waste and to ensure skin moisturization. CONSTITUTION: A cleanser cosmetic composition of oil type contains 30-50 weight% of surfactant, 0.01-10 weight% of oil ingredient and 40-69.99 weight% of moisture ingredient based on total weight. The composition also contains 10-40 weight% of monoisopropanolamine lauryl ether sulphate. A method for manufacturing the cleanser composition comprises: a step of adding 30-50 weight% of surfactant to purified water and dispersing; a step of stirring 0.01-10 weight% of oil ingredient; a step of adding the oil ingredient to dispersed surfactant and stirring; a step of adding a mixture of purified water, hexylene glycol, glycerin, propylene glycol, dipropylene glycol, butylenes glycol, polyquarternum-39; and a step of stirring well.
