When an image input unit 11 acquires an input image of a banknote as a recognition target, a clipping processor 12 clips a banknote portion from the input image received from the image input unit 11, and a candidate narrowing-down processor 14 selects four candidate banknote types corresponding to the input image. A detailed judgment processor 15 calculates detailed matching values between average reference images respectively corresponding to the four candidate banknote types selected by the candidate narrowing-down processor 14 and the input image, to finally specify one type of banknote corresponding to the input image.
