The device has a cam integrated with a shaft (5), which carries a balance wheel (2). A lever (6) is supported on flanks (7) provided in the cam for bringing the balance wheel to be stopped in a determined angular position at which a hairspring (3) presents non-null potential energy when the lever is actuated manually. The shaft of the balance wheel carries a plate (10) on which a pin (11) is fixed. The pin cooperates with a pallet (12) that cooperates with an escape wheel (13).
