摘要 <p>PROBLEM TO BE SOLVED: To improve the encoding efficiency of bit plane variable length encoding by extremely efficiently performing the rearrangement of macro block positions in a VOP of an enhancement layer in a granular scalability scheme. SOLUTION: An MPEG 4 particulate scalability scheme is used for improving video quality for a video network application. Encoding technology to be used for a compressing scheme is bit plane variable length encoding algorithm. The technology can supply encoding information to a decoder to a bit plane level by enabling encoding of the subtraction coefficient of an enhancement layer to several bit planes. In the same bit plane, an FGS scheme arranges macro blocks of the enhancement layer by the same method as macro blocks in a base layer. The arrangement limits the availability of encoding of a macro block having a subtraction coefficient higher than that of a remaining macro block in the same VOP. A method for recording the macro block of the subtraction coefficient is disclosed in an implementation format. Thus the efficiency of encoding is improved by rearranging macro blocks in the enhancement layer.</p>
