PROBLEM TO BE SOLVED: To provide an image coding apparatus for completing coding processing within a predetermined period of time.

SOLUTION: The image coding apparatus 100 for coding an input image for each block includes: a prediction and conversion processing section 102 for performing prediction processing and conversion processing to generate conversion data; a local decoding section 103 for decoding the conversion data to generate a reconfiguration image; a local decode buffer 104; an entropy coding section 105 for coding the conversion data to generate coded data; a switching section 108 for selecting either the coded data or the reconfiguration image; a determination section 106 for determining whether or not a code amount of the coded data is greater than a threshold; and a control section 107 for changing, in the case where the code amount is greater than the threshold, a block corresponding to the coded data and one or more blocks of non-coded blocks into I_PCM. In the case where a coding type is I_PCM. The switching section 108 outputs the reconfiguration image.
