READER/WRITER, PROGRAM, NON-CONTACT COMMUNICATION SYSTEM AND NON-CONTACT COMMUNICATION DEVICE

PROBLEM TO BE SOLVED: To properly switch a communication system between a reader/writer and a non-contact communication device in accordance with hardware attributes and a communication state of the non-contact communication device.

SOLUTION: The reader/writer 3 includes: a radio communication part 33 for performing radio communication with the non-contact communication device 1 by using an antenna for transmitting an electromagnetic wave and capable of supplying power to the non-contact communication device 1 by the electromagnetic wave; an optical communication part 37 for performing optical communication with the non-contact communication device 1 by using a light emitting part 35 and a light receiving part 36; and a control part 38 for switching a non-contact communication system between the non-contact communication device 1 and itself from radio communication by the radio communication part 33 to optical communication by the optical communication part 37 on the basis of whether a non-contact IC card 1 can correspond to optical communication, and returns the non-contact communication system between the non-contact communication device 1 and itself from the optical communication to the radio communication on the basis of a communicating state of the optical communication.
