PROBLEM TO BE SOLVED: To provide a solid scintillator with short afterglow and high output, powders for solid scintillator production and a method for producing the solid scintillator.

SOLUTION: In the solid scintillator, fluorine is included in crystal grain boundary of a polycrystal comprising crystals of garnet-structured oxide with a composition ratio represented by formula (1): (A1-xCex)3(Al1-yGay)5O12(wherein A is at least one element selected from Tb, Gd, and La, 1×10-3≤x≤1×10-1, and 1×10-6≤y≤1), 1-100 mass ppm of the fluorine being contained based on the garnet-structured oxide.
