<P>PROBLEM TO BE SOLVED: To provide an apparatus and a method for generating fine air bubbles by turning a liquid in a flow direction, capable of efficiently generating a large amount of air bubbles in a short time in a simple configuration and performing execution regardless of the kind of the liquid. Ž<P>SOLUTION: In a flow tube where the liquid flows, a turning flow generating fixed blade body comprising a plurality of fixed blades inclined in a spiral direction and directly or indirectly fixed to the inner wall surface of the flow tube at the outer edge is installed. Further, on the downstream side, another turning flow generating fixed blade body comprising fixed blades inclined in the spiral direction left-right reversed from that of the turning flow generating fixed blade body is installed.
