<P>PROBLEM TO BE SOLVED: To provide a method for producing a lightweight open-cell rigid synthetic resin foam excellent in dimensional stability, and excellent in storage stability of polyol system liquid, even in abundantly using foaming agent by mainly using water or complete water foaming with spray method. <P>SOLUTION: The open-cell rigid synthetic resin foam is prepared by reacting a polyol (P) comprising a polyether polyol (A), a polyether polyol (B) and a polyether polyol (C), and a polyisocyanate compound (Y), with a foaming agent containing water, flame retardants, a foam stabilizer, in the presence of a catalyst by a spraying method, wherein the polyol (A) and (B) are prepared by using an initiator without containing nitrogen atom, and have 2-8 of functional groups and the (A) has 100-900 mgKOH/g of hydroxyl value, and the (B) has 20-56 mgKOH/g of the hydroxyl value and contains 5-15 mass% of terminal oxyethylene block chains.
