PROBLEM TO BE SOLVED: To provide a handover method and the like capable of performing handover between access networks controlled by different P/S-CSCFs without causing a packet loss due to session interruption even in a mobile terminal loaded only with a single radio module. SOLUTION: A mobile source access router PAR 12 associates BSSID of a mobile destination access point NAP 21 with a new address NA (New Address) under the control of NAR 22 to store them. The mobile terminal uses the BSSID acquired from the NAP 21 to receive a new address NA from the PAR 12. Then, the mobile terminal 10 IP-encapsulates a position registration request REGISTER for a mobile destination CSCF with the new address NA, and transmits the encapsulated position registration packet to the NAR 22 through the PAR 12.
