<P>PROBLEM TO BE SOLVED: To raise the quality of a communication service at the time of transmitting image data. <P>SOLUTION: A communication terminal regards picture elements with a gradation value change of threshold Th1 or more in subsequent image data on a time base to preceding image data on the time base as excess picture elements, and the communication terminal detects these excess picture elements as excess regions. The communication terminal generates the image data showing a transmission image T by setting the excess regions as update regions. At this time, the communication terminal generates the image data so as to raise compression efficiency by setting non-update regions as transmission regions or the like. The communication terminal sets the threshold Th1 corresponding to a capacity of a communication band of a communication path. Concretely, when the communication band is wide, the communication terminal also includes an image region with a comparatively small difference in the update regions so as to display an image with a high quality on a destination side.
