A power system operation mode change control section 120 sets a different condition from a case when the remaining amount of the fuel is not less than a predetermined value when the remaining amount of the fuel according to the remaining amount of fuel information acquired by a fuel remaining amount information acquiring section 110 is in a low remaining amount range where the remaining amount of the fuel is less than a predetermined value, in this control.
