PROBLEM TO BE SOLVED: To provide a technology capable of highly accurately carrying paper, by reducing an inter-paper gap. SOLUTION: This paper carrying device has a paper feeding part 26 arranged in a paper carrying passage on the upstream side of an image forming part and feeding the paper to the image forming part, a carrying part 27 arranged in the paper carrying passage on the upstream side of the paper feeding part 26 and carrying the paper to the paper feeding part 26, and a control part for controlling the paper feeding part 26 so as to feed the paper to the image forming part after temporarily staying in standby by stopping first paper (preceding paper) by the paper feeding part 26 and controlling the carrying part 27 so as to carry second paper to the paper feeding part 26 after the paper feeding part 26 feeds the first paper by superposing a rear end of the first paper staying in standby in the paper feeding part 26 and a tip of the second paper (succeeding paper) carried to the image forming part in the next place of the first paper.
