PROBLEM TO BE SOLVED: To provide a concrete filling method capable of preventing an arch center from being excessively deformed when concrete is filled. SOLUTION: When the arch center 12 is temporarily assembled, the distance between the inner peripheral surface 12A and the outer peripheral surface 12B of the arch center 12 is measured by total stations 16B, 16C, 16D, and the positional relation between the inner peripheral surface 12A and the outer peripheral surface 12B of the arch center 12 is searched. After a timbering 30 is disposed on the inner surface of a tunnel 10 after the tunnel 10 is excavated, a primary concrete 28 is sprayed, and a waterproof sheet 32 is laid down. In this state, a total station 16 is set to the inside of the tunnel 10, and the shape of the inner hollow 10A of the tunnel is measured. Then, the arch center 12 is disposed in the inner hollow 10A, the positions of a plurality of reflective sheets 18 are measured repeatedly by the total station 16 in the hollow 10A even while the concrete is filled, and the deformed amount of the arch center 12 is detected repeatedly.
