The device has a housing for accommodating electrical elements (1) and exchanging heat with inert liquid that is vaporized in the housing and condensed at a cooler (4). Intermediate space (3) between the electrical elements contains inert fluid, a granular bulk material and a lattice like structure e.g. synthetic weave, to minimize required amount of inert liquid. The bulk material has a particle size of 0.5 to 5 mm, and comprises glass or plastic beads. The housing comprises a cover and a pot, where the cover cooperates with the cooler. An independent claim is also included for a method for manufacturing a cooling device.
