PROBLEM TO BE SOLVED: To support a search linkage type advertisement service so that an advertisement setting fee corresponding to a selling target set by an advertiser can be determined.

SOLUTION: A terminal management device 300 is connected to a search server 200 for storing retrieval words and phrases and an advertisement setting fee in association with each other. The terminal management device 300 includes an adjustment value storage part for storing an adjustment value for adjusting an advertisement setting fee according to target attributes showing the attribute information of the advertisement candidate in association with the user attributes of the search server 200; a setting condition acquisition part for, when the search words and phrases and the target attributes are designated by the advertiser in the search server 200, acquiring the target attributes from the search server 200; and an adjustment value notification part for notifying the search server 200 of the adjustment value associated with the target attributes by referring to the adjustment value storage part in order to determine the advertisement setting fee to be presented to the advertiser.
