PROBLEM TO BE SOLVED: To enhance the signal quality of reproduced data at a receiving side of a multi-level phase modulation communication system.

SOLUTION: The delay progressing device includes: delay devices 11I, 11Q giving a delay amount to at least one of an in-phase signal and a quadrature signal; and a delay control means 14 controlling the delay amount in the delay devices 11I, 11Q on the basis of signal quality when at least one of the in-phase signal and the quadrature signal, to which the delay amount has been given by the delay devices 11I, 11Q, are converted into a digital signal by an analog/digital converter and the digital signal processing is performed by a processor.
