<p><P>PROBLEM TO BE SOLVED: To ensure an assurance value of reliability of a determination result for determining a correct tag. <P>SOLUTION: A signal reception part 121 receives a signal transmitted by the tag (a communication device), a plurality of times. An identification acquisition part 122 acquires identification data of the tag based on the received signal. A reception counting part 123 counts a reception frequency of having received the signal in each tag.
