<P>PROBLEM TO BE SOLVED: To materialize a low-cost ecological product by establishing a recycling ratio of 90% or more in relation to identical products, and disclosing a recycling method. Ž<P>SOLUTION: For the purpose of materializing low-cost and a stable price, a foaming agent is added to a recycle resin of an industrial waste resin at low price levels, and a low foaming resin plate is produced. A nail or the like can be driven into the low foaming recycle resin plate as in the case of wood. Conditions necessary for producing a billboard are satisfied by heat-welding a film sheet to the resin plate. When the waste resin is not converted into a formed product, fracture and breakage frequently take place by driving the nail thereinto, and consequently a product acceptable for the billboard is not obtained. Meanwhile, when the low foaming recycle resin billboard covered with the film sheet is formed by using a low-cost recycle resin as a main raw material, supply of the raw material is ensured regardless of the kind of demand, and a product with a stable price is obtained.
