PROBLEM TO BE SOLVED: To maintain security high even when exchanging personal information or the like over a communication network such as a wireless communication network.

SOLUTION: An information terminal device 13 includes: a first storage which stores encryption data to be used for cipher communication so as to update the data and is capable of performing destructive readout; an encryption data generator for generating the encryption data for at each predetermined update interval in accordance with predetermined procedures and updating the first storage; and a data transmitter for transmitting the generated encryption data to a second information processing terminal device over a communication network. A portable biological information collection apparatus 11 includes a second storage which stores the encryption data generated by the encryption data generator and transmitted by the data transmitter over a wireless communication network 12 so as to update the data and is capable of performing destructive readout, wherein the update interval is set to a time that is sufficiently short with respect to tampering resistance predicted in the cipher communication.
