PROBLEM TO BE SOLVED: To provide a communication technology for reducing convergence caused by a concentrated increase in a communication amount within a specific zone.

SOLUTION: This radio communication system 10 includes: a first base station radio device 61 for communicating with mobile radio station devices 81 to 86 at a first frequency fa in a zone A; a second base station radio device 71 for communicating with the mobile radio station devices 81 to 86 at a second frequency fb in a zone B; a first spare base station radio device 62 being a spare radio device for the first base station radio device 61 to communicate with the mobile radio station devices 81 to 86 at a common frequency fx; a second spare base station radio device 72 being a spare radio device for the second base station radio device 71 to communicate with the mobile radio station devices 81 to 86 at the common frequency fx; and a line control device 21 (center station 20) for making either the first or the second spare base station radio device 62 or 72 perform communication at the common frequency fx in accordance with a communication amount of at least the first or the second base station radio device 61 or 72.
