The invention is used in medicine for treating tumours of the brain and spinal cord, degenerative, hypoxic, ischemic diseases and traumatic damage to the central nervous system and other diseases in humans and animals. The aim of the invention is to achieve the targeted delivery of signaling substances only to the damaged region of an organism and to initiate at a specified time and maintain over a sustained period an active signal intercellular action of a specified therapeutic nature on the control system of defective cells by a healthy and readily controllable stem cell. A drug made from stem cells with reprogrammed cell signaling contains a base preparation of stem cells, in the membrane and/or nucleus and/or cytoplasm of which is implanted a protein or pharmaceutical preparation capable of regulating the signaling pathways of the stem cells and the cells at a pathological site in a mammalian organism, which preparation is encapsulated in nanocontainers of a size of up to 100 nm, made of a biodegradable material that is intact for the organelles and compartments of the stem cells of the base preparation. This material has specified biodegradation periods in the mammalian organism to ensure the programmable release of the protein or pharmaceutical preparation into the intracellular or intercellular space and thereby effect the reprogramming of the signal transduction of key genes of the stem cells in the required therapeutic direction of development of physiological events of the cellular cycle directly in the pathological region of the organ or tissues of the organism.
