PROBLEM TO BE SOLVED: To provide a quick hardening cement excellent in early strength developability at a low temperature. SOLUTION: The quick hardening cement includes clinker grind essentially comprising 3CaO_3Al<SB>2</SB>O<SB>3</SB>_CaSO<SB>4</SB>, portland cement clinker grind, anhydrous gypsum, a setting accelerator and a setting retarder. The setting accelerator is one or more setting accelerators selected from among sodium thiosulfate, calcium lactate, sodium carbonate, potassium sulfate, and sodium sulfate. The setting retarder is one or more setting retarders selected from among citric acid and its salts, a heptonic acid and its salts, succinic acid and its salts, and tartaric acid and its salts.
