<P>PROBLEM TO BE SOLVED: To provide a charging roller cleaning device configured to in particular assist the soil holding amount of a brush roller, and clean a charging roller for a more longer period of time, and to provide an image forming apparatus. Ž<P>SOLUTION: The cleaning device includes: the brush roller (cleaning roller) as a cleaning means that comes into contact with the charging roller for charging the image carrier and cleans the surface of the charging roller; and a porous roller (collecting roller) as a collecting means that comes into contact with the brush roller and collects the matter cleaned and removed from the charging roller. Accordingly, the cleaning device has effects of stably removing the soil from the charging roller over a long period of time. That is, the charging roller cleaning device uses the brush roller having improved soil scraping ability in order to clean the charging roller, and a porous foam having a large soil matter holding amount and large soil matter holding capacity is used for the collecting roller for collecting the soil from the cleaning roller, then, the cleaning device has effects of stably removing the soil from the charging roller for a more longer period of time.
