PURPOSE: An apparatus, a system, and a method for providing an early ring back tone for service change and unrestricted digital information fallback are provided to supply a ring back tone to an originating terminal, thereby increasing satisfaction of a user. CONSTITUTION: A message receiving unit(103a) receives a message including information for a call service type which supports an originating terminal for supporting an SCUDIF(Service Change & Unrestricted Digital Information Fallback) function. A message transmitting unit(103b) transmits a response message for the received message before call setup with a receiving terminal. A ring back tone providing unit(103c) provides a ring back tone to the originating terminal after transmitting the response message.
