<P>PROBLEM TO BE SOLVED: To provide a noise-level detector that detects the level of noise superimposed on digital video signals. Ž<P>SOLUTION: The noise-level detector 1 includes a blocking means 10 for dividing the digital video signals into blocks; an orthogonal transformation means 20 for performing orthogonal transformation by block; a high-frequency component detection means 30 for averaging the coefficient of high-frequency components excluding DC components and the predetermined vicinity of the DC components within the block and detecting it as the level of the high-frequency components of the block; a high-frequency component accumulating means 40 for accumulating the number of the blocks, corresponding to the level of the high-frequency components by level; and a noise-level determination means 50 for determining the low-level values of the levels of the accumulated high-frequency components or the average value of a prescribed number from the low-level value as a noise level and outputting it.
