PROBLEM TO BE SOLVED: To provide an exhaust emission control system and an exhaust emission control method capable of supplying a fuel directly into an exhaust passage with accurate flow control even if the rotational speed of an internal combustion engine is low and the pressure of the fuel is low. SOLUTION: In this exhaust emission control system 1, a first exhaust pipe direct injection fuel supply device 17 for directly injecting the fuel into the exhaust pipe using a fuel pressure Pf for cylinder fuel injection and an exhaust emission control device 18 are installed in the exhaust passage 16 of the internal combustion engine 10 in order starting at the upstream side.
