<P>PROBLEM TO BE SOLVED: To enhance the operational reliability of a fluid bearing device, a spindle motor using the same, and an information recording and reproducing apparatus. Ž<P>SOLUTION: To solve the object, an annular groove 9 for sealing a lubricating fluid is provided in a sleeve 4 corresponding to the outer circumference of a seal plate 5. A cylindrical body 11 for sealing the lubricating fluid attached separately from the seal plate 5 to the outer circumference of the seal plate 5 is inserted in the annular groove 9. On one of surfaces opposed to each other between the cylindrical body 11 and the annular groove 9, there is formed a slope which reduces the clearance between the seal plates 5 provided on both sides of the sleeve 4 toward the intermediate portion between them.
