<P>PROBLEM TO BE SOLVED: To provide a technology of specifically estimating a remaining life of a secondary battery. Ž<P>SOLUTION: A resistance value of an accumulator section of a secondary battery is calculated out from an inner resistance value of the secondary battery. Next, an increasing rate of the resistance value of the accumulator section in a usage environment of the secondary battery is calculated out. A remaining life of the secondary battery is estimated on the basis of the resistance value of the accumulator section and the increasing rate of the resistance value of the accumulator section.
