PROBLEM TO BE SOLVED: To provide an electrophotographic apparatus which does not change charge amount distribution before and after cessation, normally performs toner concentration control, suppresses charge transfer between toner particles in a stationary state, and obtains high image quality. SOLUTION: An electrophotographic toner obtained by adding one or more kinds of charge control agents to a toner base material surface and further adding one or more kinds of insulating fine particles is used. During developer stirring in printing, the toner surface is brought into moderate contact with a carrier, and contact of the charge control agents with each other on the toner surface is suppressed during apparatus stop, whereby charge transfer is suppressed.
