PROBLEM TO BE SOLVED: To provide a soft magnetic material solving such a problem that a sufficient insulation resistance value on a surface of a conventional soft magnetic material is not obtained only by an SiO<SB>2</SB>layer formed on its surface, to obtain an oxide film of sufficient insulation, and a method of manufacturing the same. SOLUTION: The soft magnetic material 1 includes a base material 1a containing Fe elements as a main component, the oxide film layer 1b formed on a surface of the base material 1a and made of only SiO<SB>2</SB>, and a slanting layer 1c which is interposed between the oxide film layer 1b and the base material 1a and in which the rate of content of the Fe elements to SiO<SB>2</SB>is slantwise changed according to the depth from the surface. The soft magnetic material 1 is obtained by subjecting the base material 1a containing the Fe elements as the main component and containing Si at least on its surface to oxidation processing. The oxidation processing is performed at a temperature exceeding 900°C and in an atmosphere of which dew-point temperature exceeds -40°C.
