<P>PROBLEM TO BE SOLVED: To easily set a reference position to be used on the occasion of measuring an angle of an object. Ž<P>SOLUTION: A rotating barrel 24 which holds a reticle 26 displaying a crosshair is held and has a doughnut-shaped scale disk 25 fixed to the edge of its top surface, is installed inside a case 21 so as to be rotatable around the optical axis A of a lens 23. A reference pin 29 fits a reference hole 24A of the rotating barrel 24, and can be inserted into the reference hole 24A when the rotating barrel 24 is set to the reference position. The encoder sensor head 27 of an encoder detects a rotation amount and a rotation angle of the scale disk 25. Based on the detected rotation amount and the direction of the rotation, a counter display part 34 displays the rotation angle of the scale disk 25, by using as a reference the position in the direction of rotation of the scale disk 25 at resetting of a display value.
