PROBLEM TO BE SOLVED: To provide a power generating device capable of generating power by utilizing a gyro effect. SOLUTION: A first supporting member 11 is so arranged at a base 14 as to be rotatably supported around a rotating shaft parallel to a rotating shaft of a rotator 1. A second supporting member 12 is so arranged at the first supporting member 11 as to be rotatably supported around a rotating shaft perpendicular to a rotating shaft of the first supporting member 11. A rotating member 13 is so arranged at the second supporting member 12 as to be rotatably supported around a rotating shaft perpendicular to a rotating shaft of the second supporting member 12. When the rotation of the second supporting member 12 is accelerated by the gyro effect due to the rotating member 13 and the first supporting member 11, a controller 15 fixes the rotation of the first supporting member 11 to the rotator 1. When the rotation of the second supporting member 12 is decelerated by the gyro effect, the fixation of the rotation of the first supporting member 11 to the rotator 1 is released.
