SOLUTION: A transmitting apparatus 100 that transmits a plurality of transport blocks to a receiving apparatus using a plurality of resource blocks includes: a scheduler 100a that sets a transmission parameter for each transport block; an L1 processor 103 that allocates each transport block to which the transmission parameter is set to any resource block; and a wireless transmitter 105 that transmits control information that indicates the transport block allocated to the resource block and allocation result to the receiving apparatus.
