PROBLEM TO BE SOLVED: To solve the problem that it is desired to reduce a probability of collision of packet signals even in the case that the volume of communication is increased. SOLUTION: A control information extracting section 66 receives information about a frame including at least a plurality of slots from an access control device for controlling communication between terminal devices. The control information extracting section 66 generates a frame including at least a plurality of slots so as to be synchronized with the frame corresponding to the received information. A slot determining section 68 selects at least one of the plurality of slots included in the generated frame. A modulation/demodulation section 54 or the like reports data using the selected slot. The slot determining section 68 selects the slots having the same relative timing in the frame over the predetermined number of frames and selects at least one slot again after the end of the predetermined number of frames.
