PROBLEM TO BE SOLVED: To provide a waste toner container and an image forming apparatus using the waste toner container for reliably storing waste toner inside the waste toner container. SOLUTION: A powder developer container has bodies 14a, 14b having a powder inlet part 14c into which a powder developer is put; a powder moving member 15 having a plurality of loading parts 15b provided inside the bodies to load the powder developer, and a plurality of openings 15c for dropping powder, and repeatedly moving along a predetermined moving locus to move the powder developer put from the powder inlet part 14c; and a regulating member 21 arranged within the moving locus to abut on the powder moving member 15 in movement. The powder moving member 15 is vibrated to move the powder developer loaded on the loading parts 15b relative to the loading parts 15b when abutting between the powder moving member 15 and the regulating member 21 is released by the movement of the powder moving member 15 after the powder moving member 15 and the regulating member 21 abut on each other during the movement of the powder moving member 15 to impede the movement of the powder moving member 15.
