<P>PROBLEM TO BE SOLVED: To provide a recording and reproducing device capable of easily obtaining the number of dubbing-enable times for each chapter in one program even when many chapters are included in one program. Ž<P>SOLUTION: A program information display device includes: a first recording means for recording a plurality of programs; a second recording means for recording chapters included in programs and dubbing number-of-times information for each chapter; an output means for outputting programs to a screen on which programs and representative images of chapters are displayed; and a control means for counting the number-of-dubbing-times information for each dubbing of the chapter. The number-of-dubbing-times information for each chapter of a specific program among a plurality of programs is output so as to be displayed within one screen of a screen with the representative image of the chapter by a mark in accordance with the number-of-dubbing-times information.
