PROBLEM TO BE SOLVED: To perform high-speed and high-reliability communication while satisfying conditions needed for each of information. SOLUTION: A redundant transfer unit 1a of the transmitter 1 redundantly transfers redundant transfer data 4a, 4b, and 4c having the same contents as those of data 4 to communication paths 3a, 3b, and 3c. A data division transfer unit 1b adds a class identifier to division data 5a, 5b, and 5c obtained by dividing data 5, and distrubites the divided division data 5a, 5b, and 5c into the communication paths 3a, 3b, and 3c. Data transmitting units 1c, 1d, and 1e transmit the redundant transfer data 4a, 4b and 4c or the division data 5a, 5b, and 5c through the communication paths 3a, 3b, and 3c. Data receiving units 2a, 2b, and 2c of the receiver 2 receives the transmitted data. Data analyzing units 2d, 2e, and 2f determine the classes of the received data. A data selecting unit 2g selects one of the redundant transfer data 4a, 4b, and 4c, and outputs the selected data. A data merging unit 2h merges the division data 5a, 5b, and 5c and outputs data 5.
