PURPOSE: A system for issuing a replacement number for a resident registration number is provided to store a replacement number as user information in a web server by transmitting the replacement number to the web server after issuing the replacement number replacing a residential number. CONSTITUTION: A replacement number request receiving unit(110) receives a replacement number request for issuing information from a web server. A replacement number processing unit(120) processes an identification about the name of the received user and residential number. The replacement number processing unit transmits the replacement number replacing the residential number to the web server. After a replacement number issuing unit(130) produces the replacement number, the replacement number is stored.
