PURPOSE: A method and a device for manufacturing a flexible solar cell substrate and a method for manufacturing a solar cell using the same are provided to improve the efficiency of the solar cell forming a superior dielectric thin film on a flexible substrate using a low temperature curing. CONSTITUTION: A flexible substrate, on which a dielectric thin film(20) has been formed, is prepared. A precursor of a SiO_x is formed in the upper side of the flexible substrate through a sol-gel method. The flexible substrate is immersed into a solution containing OH radicals and is cured. The precursor of SiO_x is an inorganic spin-on-glass material.
