PURPOSE: Recording speed adjusting device and method at an optical disc device are provided to prevent an error from occurring during the data recording by lowering the recording speed on the optical disc in which skew component exists a lot within an acceptable range. CONSTITUTION: A recording speed adjusting method at an optical disc device comprises the next following steps. If the tilt servo operation on the optical disc is performed to be the maximum tilt value, the test area allocated to the inner circumferential area or the outer circumferential area of the optical disc is searched(S14). Test data is recorded to the searched test area, is reproduced and then the jitter value is measured(S15). If the jitter value measured at exceeds the reference jitter value, the recording speed is decreased(S17).
