<P>PROBLEM TO BE SOLVED: To prevent increase of hydrocarbon formation quantity accompanying exhaust gas recirculation in an internal combustion engine. Ž<P>SOLUTION: An exhaust gas recirculating device for the internal combustion engine 1 recirculates a part of exhaust gas of the internal combustion engine 1 to intake air through an exhaust gas recirculating passage 15. An air fuel ratio sensor 21 detects air fuel ratio of air fuel mixture to be burned in the internal combustion engine 1 from composition of exhaust gas and ECU 20 calculates ratio of hydrocarbon contained in exhaust gas from the air fuel ratio. ECU 20 operates a bypass valve 18 and an EGR valve 19 based on the ratio of hydrocarbon contained in exhaust gas and exhaust gas temperature detected by a temperature sensor 22 to raise combustion temperature of the air fuel mixture in the internal combustion engine 1 and inhibit formation of hydrocarbon.
